This book has an interesting premise - how do supervillains with high-tech weapons and gadgets pay for it all? The answer is that Latveria is funding them, in an attempt to make life a misery for the people of the United States.
In response, Nick Fury gets together a secret team of heroes, including Wolverine, Captain America and Daredevil, to take down the Government of Latveria.
However, we actually see very little of what goes on in Latveria. The focus of the story is on what happens afterwards, as the heroes pay a heavy price for their actions.
The idea that going around invading foreign countries can have negative consequences is topical for obvious reasons and may be a sentiment many readers will agree with, but that doesn't make this a great story.
There's no discussion of what Fury could have done instead, and no real tension when the heroes are the targets of revenge attacks. We know they're not going to be hurt. Neither do we get to see Latveria's most famous resident, Doctor Doom, who might have been able to explain why he was paying villains to make a nuisance of themselves in the first place.
