Of all Marvel's big "event" storylines, Civil War remains the grandaddy. On the one hand, Tony Stark - also known as Iron Man - believes the Government has a point and superheroes should be regulated. He also recognises that it's what the public wants.

But others, led by Captain America, loathe the idea of being told what to do by the authorities. Eventually the politicians will try to tell them who the supervillains are, they complain.

A lot of the fun in Civil War comes from learning which side each hero takes. And the story is made doubly interesting by the fact that you can see both points of view. There's no easy right or wrong choice here.
